In California's capital, a secret government agency is developing state-of-the-art tools and weapons for use by a newly created squad of officers. These fireman/policeman-hybrid officers will be highly trained agents called Tactical Rescue Evacuation Police, or TREP officers. Using these new technologies the TREP officers will now be able to go into situations that were otherwise impossible.

But things don't go as planned when one inventor snaps, destroys the laboratory and uses the TREP technologies for his own personal gain and wreaks havoc upon the city. Now it is up to the remaining members of Project TREP, to decide if they have enough courage to use their untested technologies to try and save the city from their former colleague gone mad.
